Noteikumi

Pasaku mājas teritorijā aizliegts ierasties jebkādu apreibinošo vielu iespaidā. Ja ir paredzēts apmeklēt Pasaku māju, tad ne tanī, ne arī iepriekšējā dienā nevajadzētu lietot ne alkoholu, ne alu, pat visniecīgākajos daudzumos.

Ja tas tomēr ir darīts, tad Pasaku mājas apmeklējumu labāk būtu atlikt uz citu reizi. Teritorijā aizliegts arī ienest jebkāda veida alkoholu un alu.

Vienīgā atļautā narkotiskā viela ir tabaka. Taču tikai, ja smēķēts tiek vai nu ārpus Pasaku mājas teritorijas, vai arī speciāli šim nolūkam paredzētā vietā.

Pasaku mājas teritorijā nav vēlama arī kompānijas Kokakola produkcija. Ar šo aizliegumu tik liela un labi strādājoša kompānija zaudējumus necietīs, bet Pasaku mājas vide būs nosargājusi savu īpatnējo kolorītu. Runa ir nevis par slāpēm, bet par stilu. Kuru ir sarežģīti ievērot, jo arvien vairāk paliek vietu, kurās nevar nopirkt nevienu bezalkoholisku dzērienu, pat ne ūdeni, kurš nebūtu Kokakolas produkts.

Šie noteikumi ir ļoti būtiska Pasaku mājas „Undīne" un Pūķu Zemes Leģendas sastāvdaļa. Šobrīd tiek apkopota visa iespējamā ar Leģendu saistītā informācija,un, iespējams, ka drīzumā kāda daļa no visa tā varētu parādīties arī mājaslapā. Taču, jebkurā gadījumā, „Undīnes" noteikumu ievērošana ir ļoti svarīga. Jau iepriekš pateicamies par izpratni.

Par Statūtiem

Zaļā Ordeņa Statūti ir izveidoti, par pamatu izmantojot Tempļa Ordeņa statūtus, kas darbojas no 1118.gada, bet tikuši izveidoti vēl senāk - jau 1100.gadā. Uzskatām Tempļa Ordeni par pasaules vēsturē pirmo zināmo sabiedrisko organizāciju, lai arī pieļaujam iespēju, ka esam idealizējuši Ordeņa tēlu. Akadēmiski izglītoti vēsturnieki Tempļa Ordeņa lomu tomēr mēdz interpretēt dažādi.

Izstrādājot Statūtus, pamatā esam izmantojuši Maikla Beidženta, Ričarda Leja un Henrija Linkolna grāmatu “Svētās asinis un Svētais Grāls” (M.Baigent, R.Leigh, H.Lincoln. “The Holy blood and the holy Grail”, 1982.,London.) Tā laika amatu un struktūru nosaukumus apmainījām pret atbilstošiem mūsdienu formulējumiem, senatnīgi smagnējo valodu - pret mūsdienu juridiskajām normām atbilstošu. Ja neņem vērā ārēji teatrālos efektus, tad Tempļa Ordeņa statūti ir pat demokrātiskāki par mūsdienu nevalstisko organizāciju jurisdikcijā pieņemto organizatoriskās struktūras paraugstandartu.

The Statutes of the Green Order are based on the Statutes of Temple Order, which were introduced in 1118, but created even earlier - 1100. We consider the Temple Order to be first public organisation in the history of the world, although we accept the possibility that we have idealised the Order. Academically educated historicians have different thoughts about the role of Temple Order.

When creating our Statutes, we mainly used the book "The Holy blood and the Holy Grail" by M. Baigent, R. Leigh and H. Lincoln. We replaced the names of proffesions and structures of that time with corresponding modern words and changed the old, unusual language with language used nowadays. If we don't take in notice the external effects, then the Statutes of Temple Order are perhaps more democratic than basic structural standard of modern non-governmental organisations.

2.1. “UNDĪNES” DARBĪBAS MĒRĶIS ir sargāt un atjaunot pasakas, ētiskās pamatvērtības, tautas tradīcijas, veselīgu dzīves veidu, cieņu pret dzīvību, godīgu un radošu darbu savas tautas un savas zemes labā.

2.2.1. Izveidot atvērtu, aktīvu, radošam un cilvēkiem vajadzīgam darbam piemērotu vidi.

2.2.2. Veikt sociālo un vides aizsardzības - atjaunošanas darbu.

2.2.3. Sekmēt radošas sabiedriskās aktivitātes, veicināt pilsonisku uzdrīkstēšanos un godīgu attieksmi pret valsti un sabiedrību. Savā domāšanā, vārdos, rīcībā balstīties uz tautas tradīcijām un vispārcilvēciskām ētikas vērtībām.

To renovate the house in Dubulti, Park street 1, to organise public services and facilities accordingly to the goals, tasks and work methods of "Undine"; to continue and develop the activities of Culture center "Undine".

2.3. “UNDĪNES” DARBĪBAS METODES:

The working methods of "Undine":

2.3.1.Atbalsta saviem mērķiem atbilstošas nekomerciālas idejas, kas tiek realizētas no alkohola, narkotikām, alus, tabakas un visa veida kolām brīvā vidē.

"Undine" supports noncommercial ideas accordingly to its goals, which are fulfilled in an environment free of alcochol, drugs, beer, tobbacco and colas;

2.3.2. Sava darba uzdevumu veikšanai izmanto kultūrizglītības darba metodes.

for its work "Undine" uses methods of cultural education;

2.3.3. Izstrādā metodiku oriģinālu psihotipu un neformālu sabiedrības slāņu integrācijā.

"Undine" devolops methods to integrate original psychotypes and unformal social classes;

2.3.4. Rīko dažādas radošās darbnīcas, sarīkojumus, koncertus, izrādes, izstādes, seminārus, lekcijas, talkas, nometnes, festivālus.

"Undine" creates various creative workshops, organises concerts, parties, theathers, exibitions, festivals, seminars, lectures, camps and joint works.

2.3.5. Veido bibliotēku, fonotēku, veic informatīvo un izdevējdarbību.

"Undine" develops its library, audiolibrary, does informative and publishing activities.

2.3.6. “Undīne” nenodarbojas ar politiku un neveic nekāda veida komercdarbību.

"Undine" is in no way connected to any politic or commercial activities. 

3. BIEDRU UZŅEMŠANAS UN IZSLĒGŠANAS NOTEIKUMI

THE RULES OF MEMBERSHIP

3.1. Par “Undīnes” biedru var kļūt juridiskas personas un fiziskas personas, kas sasniegušas 16 gadu vecumu un uzskata, ka pasakas padara pasauli skaistāku un cilvēkus labākus, kuras ir gatavas ar savu darbību un līdzekļiem sekmēt “Undīnes” mērķa un uzdevumu sasniegšanu, atzīst un ievēro “Undīnes” darbības metodes un statūtus.

A member of "Undine" can be a legal entity or private person who is at least 16 years of age and believes that fairy-tales make world more beatiful and people better, who are ready to promote achieving goals and tasks of "Undine", recognise its working methods and statutes.

3.2. Par “Undīnes” biedra kandidātu var kļūt jebkura 16 gadu vecumu sasniegusi persona, kas uzskata, ka pasakas padara pasauli skaistāku un cilvēkus labākus, kura ir gatava ar savu darbību un līdzekļiem sekmēt “Undīnes” mērķa un uzdevumu sasniegšanu, atzīst un ievēro “Undīnes” darbības metodes un statūtus.

A candidate-member of "Undine" can be a legal entity or private person who is at least 16 years of age and believes that fairy-tales make world more beatiful and people better, who are ready to promote achieving goals and tasks of "Undine", recognise its working methods and statutes.

3.3. “Undīnes” biedrus un biedru kandidātus uzņem Valde vai Dome.

Members and candidate-members of "Undine" are admitted by Board or Council.

3.4. Lai kļūtu par “Undīnes” biedru vai biedra kandidātu “Undīnes” Valdē vai Domē ir jāiesniedz rakstveida iesniegumus. “Undīnes” biedra kandidāts var kļūt par “Undīnes” biedru tikai pēc gadu ilga termiņa notecēšanas.

To become a member or candidate-member of "Undine", a person must submit a written application to "Undine" Board or Council. A candidate-member can become a member of Undine only after one year term.

3.5. “Undīnes” Valde vai Dome izskata iesniegumu tuvākajā Valdes vai Domes sēdē un paziņo savu lēmumu iesniedzējam.Valdes vai Domes lēmums nav jāmotivē un tas nav pārsūdzams.

The Board or Council of "Undine" review the application in its next meating and announces its decision to the applicant. The decision can be unmotivated and is allowing of no appeal.

3.6. “Undīnes” Valde vai Dome var izslēgt biedru vai biedra kandidātu no “Undīnes”, ja viņš pārkāpis statūtus, vai vispārcilvēciskās morāles normas, ar savu darbību vai bezdarbību kaitē “Undīnes” interesēm, mērķa un uzdevumu sasniegšanai. Valdes vai Domes lēmums nav jāmotivē un tas nav pārsūdzams.

"Undine" Board or Council can exclude a member or candidate-member from "Undine", if he or she infringes or violates the statutes or general moral standards, with his or her activity or inactivity infringes interests of "Undine" or achievement if its goals and tasks. The decision can be unmotivated and is allowing of no appeal.

4. BIEDRU TIESĪBAS UN PIENĀKUMI

RIGHTS AND DUTIES OF THE MEMBERS

4.1. TIESĪBAS

Rights:

4.1.1. Piedalīties “Undīnes” pārvaldē statūtos noteiktā kārtībā.

to participate in administration of "Undine" the by the order provided in statutes;

4.1.2. Saņemt informāciju par “Undīnes” darbību, tai skaitā iepazīties ar visu “Undīnes” institūciju protokoliem, lēmumiem un rīkojumiem.

to get information about "Undine" activities, including rights to see all protocols, decisions and instructions of all "Undine" institutions.

4.1.3. Piedalīties visos “Undīnes” organizētajos pasākumos, iesniegt priekšlikumus par “Undīnes” darbības uzlabošanu, pasākuma un radošo darbnīcu organizēšanu, aizstāvēt savu viedokli.

to participate in all events organized by "Undine", to submit suggestions about improvement of "Undine" actions, organising events and creative workshops and to freely protect his/her point of view;

4.1.4. Brīvi darboties citās demokrātiskās sabiedriskās organizācijās, politiskās partijās vai reliģiskās draudzēs, ja vien to darbība nav pretrunā ar “Undīnes” mērķi un uzdevumiem, kā arī strādāt maizes darbu valsts un pašvaldības iestādēs un citās ar valsts likumdošanu atļautās struktūrās.

to freely participate in all other democratic social organisations, political parties or religious organisations, if only their actions are compatible with goals and tasks of "Undine", as well as work in any state and municipal institutions and other structures allowed by state law;

4.1.5. Lietot “Undīnes” simboliku.

to use symbolics of "Undine";

4.1.6. Izstāties no “Undīnes”, iesniedzot Valdei vai Domei rakstisku iesniegumu.

to leave "Undine" by submitting a written application to Board or Council;

4.1.7. Saņemt operatīvai un sekmīgai veicamā uzdevuma realizēšanai nepieciešamo aktuālo informāciju.

to get actual information needed for operative and successful accomplishment of a given task.

4.2. PIENĀKUMI

Duties:

4.2.1. Ar savu aktīvu līdzdalību atbalstīt “Undīnes” mērķa un uzdevumu realizēšanu.

to support accomplishing goals and tasks of "Undine" by active participation;

4.2.2. Veicinot “Undīnes” mērķa un uzdevumu īstenošanu, nenonākt pretrunā ar statūtos minētajām darbības metodēm.

to comply with working methods provided in "Undine" statutes while promoting the accomplishment of goals and tasks of "Undine".

4.2.3. Ievērot “Undīnes” statūtus, pildīt Kopsapulces, vadītāja, Valdes vai Domes lēmumus.

to observe "Undine" statutes, decisions of "Undine" General meating, head, Board and Council;

4.2.4. Regulāri veikt ziedojumus, kuru apjomu un veidu nosaka pats biedrs.

to make regular donations; their kind and volume can be decided by member him/herself;

4.2.5. Augsti turēt “Undīnes” labo vārdu un nepieļaut rīcību, kas grauj “Undīnes” prestižu sabiedrībā.

to respect the good name of "Undine" and not allow any actions destroying the prestige of "Undine" in society;

4.2.6. Izstāšanās gadījumā iesniegt Valdei vai Domei adresētu rakstisku iesniegumu.

in case of leaving "Undine" to submit a written application to Board or Council;

4.2.7. Regulāri interesēties un noskaidrot visu operatīvai un sekmīgai veicamā uzdevuma īstenošanai nepieciešamo aktuālo informāciju. Regulāri, ātri un saprotami informēt vismaz trīs citus konkrētus “Undīnes” biedrus.

to obtain any actual information for operative and successful accomplishment of the given task; to inform fastly, regularly and understandably at least three other named members of "Undine".

4.3. “Undīnes” biedra kandidātam ir tās pašas tiesības un pienākumi, kas biedram, atskaitot tiesības balsot “Undīnes” kopsapulcēs, kā arī to nevar ievēlēt “Undīnes” pārvaldes finansu un revīzijas institūcijās.

The candidate-member of "Undine" has the same rights and duties as a member, excluding rights to vote in General meatings of "Undine", as well as rights to be elected in "Undine" institutions of finance and revision.

4.4. Par “Undīnes” biedru kandidātiem tiek uzņemti ne vairāk kā 243 cilvēki.

Not more than 243 people can be candidate-members of "Undine".

5. FINANSU LĪDZEKĻU IEGŪŠANA UN IZLIETOŠANAS KĀRTĪBA

THE OBTAINING AND USE OF FINANCIAL MEANS

5.1. “UNDĪNES” līdzekļus veido:

The financial means of "Undine" consist of:

5.1.1. “Undīnes” biedru un biedru kandidātu ziedojumi.

donations of "Undine" members and candidate members;

5.1.2. Fizisko personu ziedojumi.

donations of private persons;

5.1.3. Juridisko personu ziedojumi.

donations of legal entities;

5.1.4. Sabiedrisko fondu finansējums.

financial support of social funds;

5.1.5. Valsts un pašvaldības dotācijas konkrētu uzdevumu realizācijai.

dotations of state and municipality for accomplishment of certain tasks.

5.2. “UNDĪNES” līdzekļi, saskaņā ar Valdes vai Domes rīkojumiem tiek izlietoti:

The financial means of "Undine", accordingly to the decisions of Board or Council, are used for:

5.2.1. “Undīnes” mērķa īstenošanai un uzdevumu izpildei.

accomplishing "Undine" goal and tasks

5.2.2. “Undīnes” darbinieku algošanai.

paying salaries to "Undine" employees;

5.2.3. Izdevumu segšanai, kas saistīti ar “Undīnes” darbības nodrošināšanu.

covering any expenses connected with "Undine" actions.

5.3. Gadījumos, kad “Undīnes” līdzekļi ir nepieciešami kāda “Undīnes” uzdevumiem atbilstoša pasākuma realizēšanai, tās biedri var vienoties par speciālām mērķiemaksām šī pasākuma realizācijai. Šīm iemaksām ir brīvprātīgs raksturs. Valde vai Dome var šos līdzekļus izmantot vienīgi attiecīgā uzdevuma realizēšanai.

In case the "Undine" financial means are needed for organisation of an event which is in line with "Undine" tasks, "Undine" members can decide on making purpose payments for that event. They are of a voluntary character. The Board or Council can use those payments only for organising the certain event.

5.4. Par “Undīnes” līdzekļu un mērķiemaksu pareizu izmantošanu atbild “UNDĪNES” vadītājs un Valde vai Dome, bet par kontroli – revidents.

About a correct use of "Undine" financial means and purpose payments the head and Board or Council of "Undine"are responsible, the control of their use is done by the revident.

5.5. “Undīnes” vārdā dokumentus parakstīt ir tiesīgs tikai vadītājs Valdes vai Domes lēmuma pilnvaru robežās. Finansiālās darbības dokumentus līdzparaksta īpaši Valdes vai Domes pilnvarota persona vai “Undīnes” grāmatvedis.

Only the head of "Undine" has rights to subscribe any documents in the name of "Undine", under limits of authority given to him by Board or Council. The financial documents are co-subscribed by a specially authorised person or the bookkeeper of "Undine".

6. “UNDĪNES” PĀRVALDES STRUKTŪRA

THE STRUCTURE OF "UNDINE"

6.1. “UNDĪNES” pārvaldes institūcijas ir biedru kopsapulce, Valde vai Dome un vadītājs.

The administrative institutions of "Undine" are the General meeting of members, Board or Council and the head.

6.2. “UNDĪNES” augstākā lēmējinstitūcija ir biedru kopsapulce.

The highest administrative institution of "Undine" is the General meeting of members.

6.3. TIKAI BIEDRU KOPSAPULCE IR TIESĪGA:

Only the General meeting of members has rights to:

6.3.1. Izdarīt grozījumus “UNDĪNES” statūtos.

to change the statutes of "Undine";

6.3.2. Apstiprināt “UNDĪNES” budžetu un gada pārskatu.

to change the statutes of "Undine";

6.3.3. Ievēlēt vai atcelt organizācijas vadītāju un revidentu.

to elect and cancel the head and revident of the organisation;

6.3.4. Lemt par organizācijas likvidāciju vai reorganizāciju.

to decide on liquidation or reorganisation of the organisation;

6.3.5. Izlemt ar “UNDĪNES” darbību saistītos konceptuālos jautājumus.

to decide on conceptual questions about "Undine".

6.4. Sapulci organizē Valde vai Dome pēc savas iniciatīvas, kā arī tad, ja to pieprasa revidents vai 1/3 daļa “UNDĪNES” biedru.

The General meeting is organised by the Board or Council by its own initiative, as well as if they are demanded by the revident or 1/3 part of "Undine" members.

6.5. Sapulces lēmumi tiek pieņemti atklāti balsojot.

The decisions of General meeting are made by open vote.

6.6. Sapulces lēmumi stājas spēkā, ja par tiem pozitīvi balso vismaz 2/3 “UNDĪNES” biedru.

The decisions of General meeting come into force if they get at least 2/3 of "Undine" members' votes.

6.7. Valdi izveido “UNDĪNES” vadītājs, no biedru vidus pieaicinot 3 vietniekus.

The Board consists of the head of "Undine" and 3 other members chosen by him. The Council consists of the Board and 6 other members chosen by the Board.

6.8. Valdei pieaicinot vēl 9 “undīniešus”, tiek izveidota Dome 13 cilvēku sastāvā.

6.9. “UNDĪNES” VADĪTĀJS:

The head of "Undine":

6.9.1. Bez īpaša pilnvarojuma pārstāv “UNDĪNI” privāto un publisko tiesību sfērā.

without any special authorisation represents "Undine" in fields of public and civil rights;

6.9.2. Vada Valdes vai Domes sēdes.

leads the meetings of Board or Council;

6.9.3. Patstāvīgi izlemj viņa pārziņā nodotos ar “UNDĪNES” darbību saistītos jautājumus.

makes independent decisions on questions of "Undine" activities within the limits of his authority.

6.9.4. Valdes vai Domes pilnvarojuma robežās rīkojas ar “UNDĪNES” mantu un līdzekļiem.

uses the property and financial means of "Undine" within the authority given by Board or Council;

6.9.5. Sniedz Valdei pārskatu par “UNDĪNES” darbu.

gives a review to the Board about the activities of "Undine".

6.10.“UNDĪNES” VALDE VAI DOME:

The Board and Council of "Undine":

6.10.1. Rūpējas par organizācijas reālās darbības atbilstību tās mērķim un uzdevumiem.

take care about the compliance of the real actions of organisation with its goal and tasks;

6.10.2. Vada “Undīnes” ikdienas darbu.

conducts the everyday work of "Undine";

6.10.3. Lemj, pārvalda un rīkojas ar “Undīnes” mantu.

decides on, manages and uses the property of "Undine";

6.10.4. Lemj par “Undīnes” sadarbību ar citām organizācijām.

decides on "Undine" cooperation with other organisations;

6.10.5. Lemj par jautājumiem, kas nav kopsapulces kompetencē.

decides on questions which are outside the competency of the General meeting;

6.10.6. Izstrādā un sapulcē apstiprina organizācijas iekšējās kārtības noteikumus.

develops and affirms in a meeting the inner rules of order of the organisation;

6.10.7. Operatīvai un sekmīgai veicamā uzdevuma realizēšanai veic regulāru un ātru informācijas izplatīšanu, praksē izmantojot principu, kur ikviens organizācijas biedrs informē vismaz trīs citus “undīniešus”.

for an operative and succesful accomplishment of the given task does a regular and fast spreading of information, using the principle by which every member of "Undine" informs at least three other members.

6.11. Valdes vai Domes sēdes ir atklātas.

The meetings of Board and Council are open to any interested person.

6.12. Valdes vai Domes sēdes notiek tad, kad tas ir nepieciešams, ja sanākšanu pieprasa puse Valdes vai Domes locekļu vai vadītājs.

The meetings of Board or Council take place when it is necessary and if it is requested by the head of "Undine" or at least a half of Board or Council members.

6.13. Valdes vai Domes sēdes ir lemttiesīgas, ja tajās piedalās vismaz puse Valdes vai Domes locekļu.

The meetings of Board and Council have rights to make decisions if at least a half of the members take part in them.

6.14. Valde vai Dome lēmumus pieņem ar vienkāršu balsu vairākumu. Gadījumā, ja balsis dalās līdzīgi, izšķirošā ir vadītāja balss.

The Board or Council makes its decisions by a simple majority vote. If the votes divide equally, the vote of the head is the decisive.

6.15. Valdes vai Domes sēdes protokolē. Protokolu paraksta visi klātesošie Valdes vai Domes locekļi.

The meetings of Board and Council are protocolled. The protocol is signed by all present members of Board and Council.

6.16. Katrs “Undīnes” biedrs var iesniegt izskatīšanai Valdē vai Domē jebkuru ar “Undīnes” darbību saistītu jautājumu. Priekšlikums jāiesniedz rakstveidā, un tas tiek izskatīts tuvākajā Valdes vai Domes sēdē.

Every member of "Undine" can submit for review in Board or Council any question connected with the activity of "Undine". The proposal must be in written form, and it is reviewed in the closest meeting of Board or Council.

7. DARBĪBAS REVĪZIJA

THE REVISION OF "UNDINE"

7.1. “Undīnes” finansiālo un saimniecisko darbību kontrolē revidents, kuru ievēl kopsapulce, vai arī pieaicina uz līguma pamata.

The financial and economic activity is controlled by a revident elected by the General meeting or requested on basis of an agreement.

7.2. Revidentam ir tiesības jebkurā laikā revidēt “Undīnes” mantu un finansu dokumentus, pārbaudot saimniecisko darbību.

The revident has rights to revise property and financial documents of "Undine" at any time, due to checking the economic activity of "Undine".

7.3. Revidents var pieaicināt palīgā speciālistus un ekspertus, iepriekš saskaņojot ar Valdi vai Domi to atalgojumu.

The revident can request other experts and specialists, approving their reward with the Board or Council.

7.4. Revidentam savlaicīgi jāziņo Valdei vai Domei par visām atklātajām nepilnībām “Undīnes” finansiālajā darbībā.

The revident must immediately report to the Board or Council about any defects in the financial activity of "Undine".

7.5. Pēc gada pārskata sastādīšanas revidents to pārbauda un dod Valdei vai Domei atzinumu, vai gada pārskats ir pareizi sastādīts, vai tas atbilst likuma un statūtu prasībām, un vai tas dod pareizu ainu par “Undīnes” finansiālo stāvokli. Šis atzinums tiek nolasīts Valdes vai Domes sēdē un kopsapulcē.

The revident reviews the yearly report and gives a conclusion to the Board or Council, if the report is made correctly, if it complies with provisions of law and statutes and if it correctly reflects the financial situtation of "Undine". The conclusion is read in the meeting of Board and Council and in the General meeting.

8. ORGANIZĀCIJAS LIKVIDĀCIJA

THE LIQUIDATION OF "UNDINE"

8.1. Organizācijas likvidācijas gadījumā tās manta un finansu līdzekļi pāriet Dubultu Evaņģēliski luteriskās draudzes īpašumā

In case of liquidation of "Undine", all its property and financial means become a property of the Dubulti Evangelical Lutheric parish.
